Preliminary Ruling

A preliminary ruling means that a jurisdiction postpones giving a final decision because it does not yet have the competence to give a ruling or does not have all the information necessary to do so.

For example, a preliminary ruling will be referred to the Court of Justice of the European Union by national courts for matters concerning EU law.
